1. Ecotourism Principles and Guidelines
The development principles for this program are based on world best practice in
ecotourism development and environmental protection. Best practice ecotourism and
environmental protection requires consideration of numerous issues including
environmental/ecological factors, market conditions and economic trends but above all
other considerations, they emphasize sustainable methods and a high level of ethical
conduct in all facets of tourism and related economic activities.
Therefore, every stage of this project must comply with the
Codes of Conduct and Environmental Ethics Policy.
2. Development Process
The development process consists of a sequence of actions designed to ensure the economic and environmental feasibility of the ecotourism development contract.
It is an ongoing process that begins with a consultative process between the Bai Shan Zu Ecotourism Development Company, Qing Yuan County Peoples Government,
Area Conservation Management Office and the local people.
A detailed development program is then submitted for approval by the relevant government authorities. After approval the program is implemented in stages over the
development contract period.
3. Regional Survey
Before any development planning can begin, a series of regional studies must be
undertaken to collect social, economic and environmental baseline data. This data
is required to determine the impact that any development activities will have on
the area.
The studies undertaken for this project include:
- Area and Environment Survey.
- Social and Cultural Survey.
- Market Analysis and Economic Survey.
- Tourism Resource and Infrastructure Survey.
- Site Analysis and Engineering Survey.

4. Conservation Area
The Bai Shan Zu Management Office employs 40 people, including 10 skilled
specialists. Facilities and equipment include and office building in Che Gen village,
ticket office, Fire watch tower, staff living quarters (3197 sq/metres) and
various items of equipment such as computers, radios and scientific instruments.
According to 2002 financial data the management office income was 410,000 RMB
and expenditure was 1,180,000 RMB, the shortfall of 770,000 RMB is made up from
county, provincial and national funds. According to 2002 data, Bai Shan Zu received
6000 - 7000 visitors.
Feng Yang Shan - Bai Shan Zu National Nature Conservation Area is divided into
zones with different functional classifications. These functional classifications specify
what activities can be conducted within each area. Central areas cannot be used for
any form of development, experimental areas can be used for various authorised
activities such as research, education and tourism development. Buffer zones are
designed to protect the central zones and can only be used for scientific and research
activities.
